    D-15 lawyer explains ethics rules

    McHENRY - The District 15 attorney told school board members and administrators Tuesday that they cannot use district resources or work as officials to advocate passing a school referendum.

    District 15 is seeking a 38-cent tax-rate increase in November.

    Attorney Mary Kay Klimesh explained the Illinois Ethics and Gift Ban Act. The board approved an update to the district policy manual in May to comply with the act.

    Klimesh said the measure brought together past state legislation under one act.

    The act applies to all district employees.

    Klimesh said employees can participate in referendum activities as individuals.

    "Outside their workday, they can do what they want to do," she said.

    Board member Albert Castellanos asked whether he could display a pro-referendum sign in his yard.

    Klimesh said he could because he would be doing it as an individual.

    Also Tuesday, board President Richard Losch announced the resignation of board member Dave Lawson. According to Lawson's letter, he resigned for personal reasons. The board has 45 days to fill a vacancy.
